Operation Rainbow, a hybrid security outfit run by the Plateau state government has indicated interest in collaborating with the Plateau State Peace Building Agency (PPBA), towards preventing crisis and sustaining the peace being enjoyed in the State.
The newly appointed Coordinator of the outfit, AIG Bashir Makama Dakup (rtd), disclosed this during a visit to the Plateau State Peace Building Agency in Jos.
Dakup commended the agency for its commitment to peacebuilding, pointing out that other States were emulating Plateau State in its peacebuilding efforts. He, therefore, called for “cooperation and synergy” with the peacebuilding agency.
According to him Operation Rainbow prevents, protects and participates in the peace process.
While congratulating his guest on his new appointment, the Director-General, Plateau State Peace Building Agency, Dr. Joseph Lengmang, made a case for inter-agency collaboration and that the whole policy of the government revolves around peace, security and good governance.
According to him, Gov. Simon Lalong was passionate about leaving a legacy of peace and reminded him during his visit that whatever sacrifice must be done to ensure peace in the State.
He added that government alone can not deal with insecurity hence the need for state and non-state actors to come in and fill in the gaps. The establishment of the two agencies underscored that need, he pointed.
“We need not depend on security agencies like we do. When communities are put in the centre of discussion, we can de-escalate crises,” he stated.
Lengmang said the setting up of commissions of enquiry into the various crises in the past had not worked which was why the government had to be proactive in crisis management. He said everyone has a role to play and that his agency was there to coordinate the process.
Operation Rainbow is a local security outfit established by the then Governor Jonah Jang in 2011. It takes the fashion of community police with operatives of the outfit belonging to the para-military and local vigilantes.
On the other hand, the Plateau State Peace Building Agency was established in 2016 by the Gov. Simon Lalong administration; the first of its type in the country.
