Presidential Working Group Hails State Police Amendment’s Constitutional Progress in Assemblies

The Presidential Working Group on the National Policing Bill has welcomed the approval of the Constitution (Sixth Alteration) Bill, 2026, by 24 State Houses of Assembly, describing the development as a significant step towards establishing a dual policing system in Nigeria.

The approval meets the constitutional threshold of two-thirds of the 36 State Houses of Assembly required for the amendment to progress.

In a statement issued on Friday, the Chief of Staff to the President and Chairman of the Presidential Working Group on the National Policing Bill, Femi Gbajabiamila, CFR, commended the state legislatures for their decisive action on the proposed reform.

Gbajabiamila also appreciated the National Assembly for passing the constitutional amendment in both chambers, noting that the development advances efforts to establish the legal framework for a dual policing system in the country.

In line with Section 9 of the Constitution, the amendment can now be returned to the National Assembly for transmission to President Bola Ahmed Tinubu for assent.

The approval provides the constitutional foundation for the proposed policing framework that the Working Group’s draft National Policing Bill, 2026, is designed to implement.

Providing an update on the Working Group’s activities, Gbajabiamila said the draft bills were undergoing legislative drafting review and validation at the Federal Ministry of Justice.

He added that the bills were expected to be returned to the Working Group on or before Friday, October 30, 2026, after which the group would give them final consideration before presenting them to the President.

The Working Group reaffirmed its commitment to advancing the proposed policing reforms and urged stakeholders to support a smooth transition to a dual policing system aimed at improving public safety and making Nigerians more secure.
