U.S., EU Say Ready To Mediate In Ethiopia’s Nile Dam Issue – Sudan

The United States (U.S.) and the European Union (EU) on Monday expressed readiness to mediate in the issue of the Grand Ethiopian Renaissance Dam (GERD), Sudan’s Sovereign Council said in a statement.

Donald Booth, the U.S. special envoy to Sudan, and Robert van den Dool, head of the EU delegation to Sudan, “expressed their readiness to mediate in the GERD issue” when Abdel-Fattah Al-Burhan, chairman of Sudan’s Sovereign Council, received them at the presidential palace, according to the statement.

“The two envoys stressed the need to reach a diplomatic solution for the dispute over the GERD, on the basis of a satisfactory approach that guarantees Ethiopia use of electricity, Sudan safety of its territorial integrity and security of its dams, and Egypt its water rights,” the statement noted.

Al-Burhan voiced Sudan’s commitment to the peaceful and diplomatic solutions for its differences with Ethiopia, according to the statement.

Earlier, Sudan proposed a mediation quartet of the United Nations, the EU, the U.S. and the African Union regarding the issue of the GERD.

Ethiopia officially announced its decision to reject the mediation quartet.

In February, Ethiopia said it would carry on with the second-phase 13.5-billion-cubic-meter filling of the GERD in June.

The volume of the first-phase filling last year was 4.9 billion cubic meters.

Sudan, Egypt, and Ethiopia have been in talks for years over the technical and legal issues related to the filling and operation of the GERD.

Ethiopia, which started building the GERD in 2011, expects to produce more than 6,000 megawatts of electricity from the dam project, while Egypt and Sudan, downstream Nile Basin countries that rely on the river for its freshwater, are concerned that the dam might affect their share of the water resources. Chad opposition party will boycott parliamentary vote

Chad’s opposition Transformers party has said it will not run in the country’s legislative and local elections on December 29 because the result was decided in advance, according to AFP.

Succes Masra, one of President Mahamat Idriss Deby Itno’s fiercest opponents, claimed victory in the May presidential election in which he secured 18.5% of the vote, after alleging Deby’s team would rig the result.

“The Transformers will not participate in the legislative elections in December,” Masra told supporters at a ceremony for victims of anti-junta protests two years ago.

“To participate in these elections amounts to condoning a result that has already been entered in the computers of the opposing camp,” the 41-year-old economist, who was for a while prime minister under Deby, said.

After a new constitution was approved in a referendum in December, Deby, 40, was elected president in May in voting that the opposition boycotted and international observers said was not credible.

Deby had been proclaimed transitional president by fellow army generals in 2021 after his father, Idriss Deby Itno, who had ruled Chad for 30 years, was killed in a gun battle with rebels.

Deby promised an 18-month transition to democracy but extended it by two years. Opposition figures have since fled, been silenced or joined with Deby.

Africa’s Path to Peace: 18th Security Watch Awards and Conference Set for Qatar

The Africa Security Watch has sounded the alarm on the alarming rate of insecurity plaguing over 70% of African countries, leaving countless citizens living in fear and poverty. Patrick Agbambu, International Coordinator and CEO, made this startling revelation during a media briefing in Abuja, highlighting the continent’s underdevelopment due to the lack of peace and security.

“Africa has been grappling with myriad problems, and these problems emanate from lack of peace and insecurity in over seventy percent (70%) of the continent,” Agbambu stated. “With more than half of Africa engulfed in several degrees of insecurity, the continent will remain under-developed with many citizens living in fear and poverty.”

To tackle these challenges head-on, the Africa Security Watch is organising its 18th Awards and Conference, scheduled for 10-12 December 2024, in Doha, Qatar. The theme, “Developing Module for People-Centric Governance towards Enhancement of Peace and Security in Africa,” reflects the urgent need for governance that prioritises citizens’ well-being.

Renowned experts, including Professor Henri’ Fouche’, Professor Babagana Umara Zulum, and Vice Admiral Awwal Zubairu Gambo (Rtd), will deliver keynote speeches. Thirty Crystal Award Trophies will be presented to deserving individuals and organisations across Africa, recognising their contributions to security and development.

Agbambu explained that Qatar’s value for humanity and commitment to improving lives makes it an ideal host. “This is a country that values humanity and makes an effort to add value to lives. They demonstrate that the most valuable asset of a society is the human being.”

Past awardee Pastor Chukwuma Nwokocha testified that the award motivated him to do more in his ministry. “The coming edition is going to be the best edition in comparison to the past editions. Whoever is going to be awarded in December really merited it.”

Brig.-Gen. Sani Kukasheka Usman (rtd), a member of the Board of Trustees, emphasised the unique aspect of this year’s edition, with in-depth research and expert presentations. He noted that security cannot be divorced from development and that Qatar exemplifies a country that places immense value on humanity and consistently strives to improve the quality of life of its people.

The conference programme features esteemed speakers, including General Christopher Gwabin Musa, who will discuss “Nexus Between Citizens’ Socio-Economic Development and National Defence.” Other notable speakers include Mr. Babatunde Sanwo-Olu, who will share “The Lagos State Experience” in people-centric governance, and Lieutenant General Taoreed Abiodun Lagbaja, who will address “Tackling Terrorism and Insurgency through Non-Kinetic Operations – The Nigerian Experience.”

Highlighting the need for continued professional development and claiming this is in response to the seventh age of the West and global insecurities uncovers the capacity of defense practitioners.
Strategic communication is a core capability and skill to manage perceptions, conversations, improve understanding, and contribute to the strategic ends for groups, organizations, and governments that want to facilitate deeper regional forms of ethical engagement and strategic conversation. In this regard, many armchair critics have not managed military organizations, nor developed doctrine, strategies, or tactics. Clearly, it is an organization that is ready to innovate and improve communication policies and structures, engage with communities, and socialize law-abiding values, necessary to make relevant the significant strategic effects for community security. These will be in the interest of the people, and they are ideals for any organization.

In summary, Tukur Yusufu Buratai consistently demonstrated a deep interest in engaging with individuals, primarily through active listening, and subsequently guiding them toward his vision and leadership objectives. General Buratai is undoubtedly one of the most distinguished Army chiefs to have emerged in Nigeria and Africa. His bravery, innovative approach, transformational leadership style, and effective command and control strategies will serve as enduring benchmarks. He has already become a reference point in numerous military institutions across Nigeria. His unique brand of transformational leadership offers valuable lessons and dimensions for both military and civic leaders. Consequently, the professional insights gained during the Tukur era, while inherently tacit, have also been adapted to align with the rapidly evolving socio-political landscape characterized by insecurity. What is currently needed for leaders in public and social organizations is a comprehensive understanding of how to strategically reposition their organizations to address these challenges. This constitutes the central theme of this text.
